Students from New York's Washington Irving educational complex line up on Sept. 27 to leave their cellphones and other electronic devices, for a dollar a day per item, in a privately operated truck parked near their school. Cellphones are banned in all New York City public schools, but the rule is widely ignored except in schools with metal detectors. Outside those schools, entrepreneurs park trucks where students drop off devices before class and get them back at the end of the day.
