CLINTON —
The deadline to submit an animal control proposal has passed and the Clinton Humane Society was the only organization that offered to provide animal control services to the city of Clinton.
Clinton City Council members earlier this month approved a request for proposal that stipulated the contractor selected to impound animals would only be required to accept dogs, cats and some other animals delivered by the animal control officer. Proposals were due to the city by 3 p.m. Wednesday.
According to Humane Society Operations Manager Sandi Bartels, the Humane Society’s latest proposal did not follow the precise guidelines outlined by the RFP the city issued because she and the Humane Society Board felt that citizens should have a place to take stray animals found running at-large.
“We are willing to work with them,” Bartels said. “We just felt we had to do what is best for the citizens and the animals of the city.”
The most recent proposal submitted by Humane Society officials stipulates that the city will not pay for any animal brought to the Humane Society by a citizen, which Bartels stated has always been the case.
The new Clinton Humane proposal calls for the city to pay a $105,000 subsidy, $15,000 less than their original proposal and $40,000 more than the subsidy the agency last received from the city.
The proposal also removes any boarding fees the city would have to pay for animals brought to the Humane Society.
Bartels estimated between the reduction in subsidy, boarding fees and miscellaneous charges, the proposal submitted Wednesday would cost the city $25,000 less than the contract they originally submitted in October of last year.
That contract was approved by the Clinton City Council 5-2, then vetoed by Mayor Mark Vulich earlier this year. When the contract was before the council again, members failed to override the veto. Council members also did not approve a resolution that would have awarded the animal control services to local veterinary clinic, All Pets.
In a letter to city officials that accompanied the latest proposal, Humane Society Board members also offered to let a member of the City Council serve on the Humane Society Board to act as a liaison between the two agencies. The orignal RFP called for the contract to be awarded on April 9.
