CLINTON —
The city of Clinton will continue to offer incentives to city employees who successfully recruit a Clinton police officer, City Council members decided Tuesday.
If a recruited candidate is hired by the CPD, the recruiter would receive $500 for a person who is not certified by the Iowa Law Enforcement Academy or $1,000 for recruiting an officer already certified by the ILEA.
The certified candidate would also receive a $10,000 sign-on bonus over a four- year period.
Police Chief Brian Guy said the incentive program reduces costs for wages, benefits and training significantly by eliminating the $33,000 it takes to send an officer to the academy.
The council approved the incentive program in 2005.
“Since that time, CPD recruitment numbers are still low,” Guy wrote in a memo to council members. “The 2012 recruitment and testing season netted two certified applicants, largely due to our budget reductions and the applicants realizing their chances of being hired by the CPD was relatively non-existent.”
At least five CPD employees have received $500 each for successfully recruiting candidates since the program was initiated, none of them ILEA certified, Guy said.
Guy does not anticipate filling any vacancies, but would like to continue the program so the Civil Service Commission can advertise accordingly for the testing process set to begin in January.
