CLINTON —
The Clinton School Board unanimously approved the design development for the new middle school during its first meeting in the new administration center Monday.
Randy Fuller, with ESTES corporation, and Andrew Reitch, with FRK architects, showed the school board designs for the school as well as more information about the expected construction and completion dates.
“We want to make sure the design and budget are in alignment,” Fuller said.
Reitch provided a design update on the progress that was made since the school board approved the schematic for the building in March.
According to Reitch, the design plans now including small details such as cabinet choices, and various industrial machine locations the school will need.
The two-story building will have large amounts of glass panels to allow for natural light to reach the school. Primary access will be on the second floor of the building as it was designed to utilize the hill it will be built on. The school district and city of Clinton still do not agree on the best location for the school’s sewer.
Public access to the building will be off of 14th Street while bus pick-up and staff parking will be off of 16th Street. Reitch also explained each grade level will be split into three learning sections on the two floors. The school will house seventh and eighth grade students.
According to Fuller, the school will cost around $19.7 million, slightly under the district’s $20 million budget.
The plan also included information on proposed additions to the school as time passes. The additions include a $4.6 million sixth grade wing, a $4 million auditorium and a $1.1 million gym expansion and wellness center addition. The district originally played with the idea of having sixth-grade students also in the new middle school, but decided not to move forward with it based on budgeting.
Fuller said he hopes to begin accepting bids for the site work for August in order to start the work before winter. Bidding for construction contracts will be awarded during the winter. Construction is slated to begin in March 2013 with completion by July 2014.
“This is exciting,” school board president Jim McGraw said.
FRK will give a presentation on the middle school sewer utility access at the Clinton City Council meeting at 7 p.m. today.
In other action, the School Board:
• Learned from Jan Culbertson, chief financial officer for the Clinton School District, the school property tax levy will be reduced by 15 cents per $1,000 of assessed value for the 2012-2013 school year. Last year, the levy was approximately $16.78 per $1,000 of assessed value. This rate will be reduced to around $16.63. The decrease comes after the school district received $244,860 from the state because of the changes in tax receipts brought on by loss of property tax revenue from ADM.
• Approved change orders for the CHS fitness addition phase II. The change orders included the installation of an additional light fixture at the wheel chair lift for $601.57, the replacement of the sump pump control panel in the weight room for $5,364.81 and masonry patching in the new weight room for $801.50. The three change orders leave the contingency fund balance at $4,123.82. School Board members raised concerns about the addition being completed on time and Superintendent Deb Olson told them the district is doing everything it can to assure it will be.
• Accepted a proposal for the design of an innovative class room for CHS. The $137,675 cost will be paid for through grant funds, including a $150,000 grant from the Clinton County Development Association. There will be two innovative classrooms, although only one will be fully equipped.
