CLINTON —
A split vote from the Clinton City Council’s Committee of the Whole will move the City one step closer to conducting a rate and cost of service study to determine if charges for solid waste, recycling, waste and large item pickup are appropriate.
Last Friday, City Administrator Jeff Horne brought the request for proposal for a rate and cost of service study to the Internal Operations Committee. He also asked the committee to consider a sticker system to serve as a workable way to finance the troublesome solid waste collection arrangement. The sticker system also would have decoupled the solid waste billing from the sewer billing, which has left the city with $3.5 million in uncollected utilities.
The IOC forwarded the rate study to the Committee of the Whole but shot down the sticker system.
“A study had never been done. For some reason it wasn’t done when we got into this system. I think we really need to do a study now to find out exactly this does cost us and what each function costs us,” Ward 3 Councilwoman Bev Hermann said.
The distribution of packets for the request for proposal for the study was supposed to take place today. However, because the item needed to move forward to the City Council, the process will be delayed by two weeks. With the delay, the contract for the study will be awarded in mid-October.
“I think what we want to find out is not just solid waste, but also the costs of recycling, yard waste and particularly large item pickup,” Horne said. “Getting those actual costs separated out so everyone knows.”
Once the figures from the study have been reported, Horne will also investigate how the cost of using a private contractor would compare against the cost of the city providing the service. With the results of the rate study, Horne plans to have billing rates deemed appropriate by the rate and cost of service study in effect Jan. 1, 2013.
Horne also clarified the city’s plans to start billing customers in October for the $5.25 flat fee for each month from the time the fee was approved by the City Council in May.
Hermann motioned the request for proposal for the study be forward to the next City Council meeting.
Council members Jennifer Graf, at large; Paul Gassman, Ward 4; and Maggie Klaes, Ward 1, cast ‘no’ votes.
