City Council delays salary vote
Will partner with Low Moor in wastewater treatment
CLINTON — The Clinton City Council delayed a vote on proposed pay raises Tuesday until July 28 because two council members were absent from the meeting.
At-large council members Mark Vulich and Bette Oakley were unable to attend the scheduled meeting. The council voted 3-2 to push back the date.
The proposed pay raises, which would not take effect until the next election cycle, would have doubled both the mayor and council members’ salaries.
In other action, the council approved an agreement with the city of Low Moor to form a Clinton/Low Moor Wastewater Treatment District and partner with Low Moor in the development of a new $66 million wastewater treatment facility located just east of Low Moor.
The city already has a cooperative agreement with Camanche on the project.
The cost of the project was originally slated at $40 million, but the price tag increased when the city discovered it had to build a new facility in order to comply with Iowa Department of Natural Resources regulations.
However, what that means for sewer rates in Clinton is still undetermined at this point. The council is waiting on a rate study report to determine if an increase in rates is necessary.
In other business, the Committee of the Whole approved an environmental study on a 630,000-gallon storage tank located in South Clinton. The study, which could cost the city $25,000, will determine the condition of the tank and if it has leaked hazardous material into the ground.
Based on the findings of the assessment, the city-owned tank that used to hold pyrolysis gasoline, a chemical that is a co-product of plastic manufacturing, could be removed or sold off.
The tank, which was shut down last year, has been the subject of debate among South Clinton residents because they say it emits an unpleasant stench.
“They just stuck it in our neighborhood and we’ve smelled it for 41 years,” said Ed Broderick, who lives a block away from the tank.
