CLINTON —
The Wilson building has a new owner with a mission to find a developer who will transform the century-old building into the focal point of downtown that it once was.
Taxl Partnership #4, of Davenport, purchased the tax certificate for the building in a June 2009 tax sale and has been paying the taxes on the property since, according to partner Todd Gullickson.
The tax sale deed to the property as being owned by Taxl Partnership #4 was recorded Tuesday. According to the deed, in June 2009 Taxl offered to pay $12,526, for the property at 217 Fifth Ave. South, the total amount then due and remaining unpaid for on the parcel.
“We’re not looking to be long-time owners, we’re looking for developers,” Gullickson said. “We’re looking for someone who wants to restore it to its previous glory and splendor.”
The tax certificate on the Wilson building is one of six Taxl Partnership #4 owns.
Gullickson has already been in talks with City Administrator Jeff Horne as well as Clinton Building and Neighborhood Services official Mike Harmon.
Horne said the city is trying to work with Gullickson to find a suitable developer for the building and has already contacted some developers across the state.
“I’m excited that it is headed in the direction to preserve that building,” Horne said. “That’s what our goal is, to stabilize that block and make that building safe for people. It’s a huge thing in downtown.”
Former owner Bill Twyford was not as enthused about the new ownership. Twyford claims some people were not served properly in the process, which he believes could potentially make the tax sale deed void. Twyford also claims the sale was not properly publicized.
He stated a court hearing on the matter will ensue, but would not comment further on who would be bringing the court action forward.
Twyford was adamant about not selling the building following the discovery of a mold condition that led the City’s Building and Neighborhood Services Department to deem the structure unfit for human habitation last month.
Twyford said he is not concerned about losing ownership of the building.
“I’m fine with it. There’s no danger (of losing it),” Twyford said.
Gullickson has already hired a maintenance person to monitor and maintain the building while he and his partners look for developers. Gullickson said he hopes to build good relationships with the city, the building tenants and neighboring buildings in the meantime.
“We need somebody who has the right vision to move it forward,” Gullickson said.
