CLINTON —
Discussion has begun concerning the possibility of pooling of funds within the newly formed Eastern Iowa Mental Health and Disability Services Region.
“I think counties that are in this region are firmly convinced we need to keep our property tax dollars local,” Mental Health Coordinator Becky Eskildsen said during the Clinton County Board of Supervisors meeting on Monday.
Clinton, Cedar, Jackson, Muscatine and Scott counties approved joining together to form the region in September as part of the mental health redesign. Eskildsen felt that while the region is being formed, pooling of resources should be considered.
Clinton County will see a large deficit in property taxes under the new redesign, while Scott county could receive as much as $4 million in backfill funds with the new tax rate.
While Eskildsen agreed that most counties do not want to pool their property tax money so that it remains local, she posed the question of how Clinton County will survive without help.
One possibility discussed was the pooling of the backfill money between the five counties. Eskildsen did not think that any of the counties are opposed to doing this. County Attorney Mike Wolf suggested that they get the Attorney General’s opinion on if these funds can be pooled.
“Because, right now we are in the negative. If we can get some of those backfill dollars pooled for this county, then perhaps it would be a benefit to this county,” Wolf said.
