City Council accepts railpark grant

CLINTON — After delaying a decision twice about what to do with a $2 million federal grant to help fund the Lincolnway Railpark, the Clinton City Council unanimously voted to accept the money Tuesday.

The grant will help pay for some of the foundation work of the rail line into a future industrial park. Construction on the project is supposed to begin this spring, according to Clinton Regional Development Corp. President Steve Ames.

The past two times the grant was discussed there were concerns from some council members about other funding sources.

Last month, the Clinton County Board of Supervisors voted 2-1 to bond for up to $6.2 million to help build the track, which will connect to the Union Pacific Railroad.

The industrial park will be located south of Clinton Municipal Airport.

Advocates for the project say it could attract around 1,000 high-paying jobs to the region.

By accepting the grant, Clinton officials committed to finishing the project by Jan. 1, 2013. If the project doesn’t get completed, the city will either have to request an extension or pay the money back to the Iowa Department of Transportation, which distributed the stimulus grant.

In other business, the council approved setting a public hearing for March 9 concerning the Self-Supported Municipal Improvement District.

The 10-year-old special tax on downtown businesses that supporters argue is pivotal in revitalizing and maintaining Clinton’s downtown is up for renewal.
