CLINTON —
The Clinton City Council on Tuesday will again address the contract with the Clinton Humane Society and its surrounding issues.
The council had adopted the contract during the last meeting in January. However, the resolution was vetoed by Mayor Mark Vulich on Monday, calling the Humane Society's request for the city to increase its subsidy from $65,000 to $120,000 outrageous. Vulich also vetoed the resolution forming the ad-hoc committee that would have explored the cost- saving proposal from Humane Society representative Ed O'Neill.
Council members can override Vulich's vetoes with a 5-2 vote. If passed, the resolutions would become immediately effective.
Following the votes regarding the city's relationship with the society, council members will vote on a contract with All Pets Mobile Clinic, the local veterinarian that has been housing city animals since the veto of the Humane Society contract. During the same meeting that council members approved the contract and the ad-hoc committee, they also approved a resolution to pursue a contract with All Pets.
That contract includes a $40,000 subsidy and stipulates All Pets will only accept cats and dogs brought in by the Animal Control Officer. No citizen drop offs will be accepted.
According to the contract, All Pets would charge $10 per day per dog and $8 per day for each cat, $3 and $5 less than what the Humane Society would charge, respectively. The All Pets contract is for five years, while the Humane Society contract is only for one.
Beyond the Humane Society items, the council will approve the fiscal year 2012 audit, the settlement between the city and Municipal Transit Authority driver Yvonne Fortner and a settlement between Hensley’s Disposal and the city.
During the Committee of the Whole meeting, council members will hear from representatives of the YWCA about their efforts to raise $100,000 for sexual assault and domestic violence services.
They will also review a letter of commitment for a development deal with Frantz-Hobart regarding the Wilson Building.
The City Council will meet at 7 p.m. at City Hall with the COW meeting to follow.
