County officials say zero-based budget approach is needed in 2010

CLINTON — The Clinton County Board of Supervisors has started planning for budget discussions that will begin in a little over a month.

The board has set Jan. 8 as a date for the offices and departments to have details about their budget needs to the county. The board then continued to discuss how the county will budget while keeping current and potential financial difficulties in mind. Chairman Dennis Starling pointed out the county currently is over budget by $40,000, a portion of the money that was promised to Community Care, Inc. for the demolition of the older section of the Charlotte facility.

“I think what we're going to have to do is tell them (department heads) basically, zero-based budget,” said Supervisor Jill Davisson. She said people will need to budget more or less what they have in the past without much increase. This would not include already agreed upon salary increases.

Starling said he felt department heads should consider not filling any vacancies from retirements unless absolutely necessary. Davisson agreed the county should institute a hiring freeze unless a position is approved by the Board of Supervisors.

“If we don't do it now and see what happens going into the next year, I'm afraid we're going to have to lay off some people who are hired for six months or something like that. And I certainly don't want to have to do that,” said Starling.
