CLINTON —
The Clinton City Council’s Committee of the Whole will discuss changes to the operation of the Clinton Marina, which could include the city taking operation and management in house.
The city’s five-year contract with Skipper Marine Development for the management and operation of the Clinton Marina will end April 30. The agreement would be automatically renewed for another five years if no Council action is taken by Dec. 31 of this year.
The city will consider several options on how to proceed with operations and management of the marina, including continuing the contract with Skipper Marine through 2018. However, the city would be unable to change the terms of the contract without getting to the point where a request for proposal would be required.
The second option would entail the city issuing an RFP for a marina manager. The new manager would need to be selected and approved by the Council on March 26, although this would still not allow enough time for a manger to be in place and ready to start operations by April 1, according to information in the COW agenda packet.
The third option, which city staff is recommending, is for the city to notify Skipper Marine of the city’s intent not to renew the contract and hire a marina manager as a City employee prior to May 1. Under this option, the city would also take on all personnel liability for the permanent and seasonal employees. This would save the city an estimated $60,000.
The COW will convene immediately after the City Council meeting at 7 p.m. Tuesday in City Council chambers.
