CLINTON —
The portion of the hotel/motel tax the city allocates to Vision Iowa projects will go toward improving the Riverview Swimming Pool pending outside funding, city officials decided Monday during a budget workshop.
Clinton receives a portion of the tax charged for hotel or motel lodging within the city. Two percent of the amount received must go toward Vision Iowa projects. In fiscal year 2014, Interim City Administrator Jessica Kinser predicts that 2 percent will amount to $98,854.
Last week, City Council members during the first budget workshop discussed what projects those funds should be used for.
A drop slide and ultra-violet disinfection system made the list, with the city eyeing a Fund B grant from the Clinton County Development Association that would pay for 25 percent of the project. Officials discussed also the possibility of pursing renovations to the bath house and other renovations that would increase the cost, but give the city a chance to apply for a different grant from the CCDA.
Now, the city would like to pursue four projects for the pool: the drop slide, UV disinfection system, bathhouse renovations and pool shade additions. In total these projects would cost slightly more than $163,000 opening the door for the city to apply for a Fund A grant from the CCDA.
“Those four projects have been on my short list for the better part of a decade,” Recreation Director Gregg Obren said.
“We’re talking about an amenity that is a part of the summer economic drive. While it’s not a huge economic driver, the pool is certainly part of the city’s economic landscape.”
Provisions were made years ago for the installation of a drop slide, Obren said. The UV system will be mandated and the bathhouse renovation and sun shades are aesthetic additions that pool patrons have requested.
The city will request $81,695 from the grant and fund the same amount itself, leaving a little more than $17,000 still available from hotel motel tax.
Kinser said she would discuss with other departments to see what the best use of those funds would be, if the Fund A grant was approved.
“If the grant is not received, those projects do not happen and we’d be back at the drawing board,” Kinser said.
