Clinton RV Park patrons’ stays won’t be limited, but they will be dictated by a new set of rules passed by the Clinton City Council on Tuesday.
The RV Park ordinance contains 17 rules that campers must follow or else be subject to fines and expulsion from the RV Park.
A rule establishing patrons couldn’t camp at the park for longer than 14 days in a 30-day period was struck by council members after interim City Administrator Jessica Kinser explained the rule could potentially lose revenue for the city.
A review of park rental data from 2012 shows a number of people stayed longer than 14 days.
“When I looked at that in light of a 14 day-in, 14 day-out rule in calendar year 2012, if that had been in effect we would have stood to lose $8,296 based on that rule,” Kinser said. “Given that this is an area where we would like to generate revenue and it’s part of an operator agreement upcoming for the marina and the RV Park, I do not believe we should restrict ourselves from getting revenue.”
Further, Mayor Mark Vulich pointed out, the LyondellBasell turnaround late this summer will bring hundreds of LyondellBasell employees to the area for up to 90 days. While these employees will likely fill area hotels, a number of them also use the RV Park.
“We’d basically be turning those people away from our park,” Vulich said.
Council members unanimously agreed to remove the rule, leaving no time restriction on the park.
The ordinance goes on to stipulate campers must pay before parking. The registration must be displayed in plain view on the dashboard or on the campsite post and expires at 4 p.m. on the last day of the permit. This check-out time could be changed based on what the new marina operator would like.
Only one vehicle will be allowed per camping site and no one who is not registered to the campsite will be permitted after 10 p.m. One condition of the amended ordinance limits use of the pull-through spaces in the park to RVs longer than 35 feet. The ordinance also contains rules relating to animals, alcoholic beverages and time-specific stipulations.
It passed through the council on a 7-0 vote.
