With money in hand, Clinton officials are considering $226,000 in operational and aesthetic improvements to Vision Iowa projects.
In the last two months the city has received a $200,000 reimbursement from the Clinton County Development Association as the final payments of a $2 million reimbursement the gaming agency granted the city over 10 years. The city also received $125,500 from the Friends of River View Park, an organization that was responsible for collecting pledges towards the Vision Iowa projects from citizens and businesses.
During the budget process, the council decided to use the portion of hotel/motel tax allocated for Vision Iowa projects to the Riverview Pool. Council members also floated improvements to other Vision Iowa projects, the stadium, marina, bandshell and RV Park.
“We actually have the money to do those things now. We don’t to wait another fiscal year,” Interim City Administrator Jessica Kinser said.
Kinser presented a proposed list of improvements to the City Services Committee on Wednesday. They included $15,000 to upgrade the bandshell to phase three electric, $39,000 in bathhouse improvements and $20,000 for LED lighting at Riverview Pool, $40,000 for additional parking pads at the RV Park, $45,000 for additional slips at the marina and $25,000 for parking lot LED lighting, $25,000 for stadium LED lighting, $12,000 for field work and $5,000 for facade repair/brick work at the stadium.
The costs presented were all estimates, Kinser said. Further, the additional slips at the marina would likely cost $90,000, which would be split between the reimbursements and the marina fund.
Because the city will need to make a property tax payment on the marina in fiscal year 2015 once its enterprise zone status is removed, Kinser said generating more revenue from the marina is imperative.
While officials plan to add slips, they’re unsure of how many or what the layout would be.
“There are still a number of design issues we would have to look at down in that area,” Kinser said. “Ultimately we want to maximize the number of spaces that we have for the area that we have, but in a way where we’re not causing problems with the boat traffic through the area.”
The improvements will need to go to the Committee of the Whole to be approved as a budget amendment.
Also, any project more than $40,000 is considered a public improvement and would require a public hearing.
The three-member committee unanimously agreed to forward the improvements.
